Someone I know has been addicted to vicodin and oxycontin. But now he says he no longer takes it, but I have not seen any type of withdrawals. Is this possible?

He may not have been addicted, he may just have wanted to do it. There are withdrawals with those types of drugs, but they can be resolved in several days, so he may have already gone through the withdrawals.
If he was truly addicted he can’t just stop taking it without withdrawals. My wife has been taking it for about 2.5 years and she has been cutting down on it for about 3 months and still isn’t off it. Vicodine is actually very addictive.
My ex husband was addicted to both of them on top of xanex. He could not just stop taking it. When he didn’t have it oh my god it was pure hell!!! They eventually killed him at 32 years old. But if you are a true addict you can not just stop and have no withdraw symptoms. So your “friend” wasn’t addicted or he is telling you hes not taking them when he probably still is. that is what my husband did.
