Do cops have to follow the reported vehicle for a distance first before pulling them over to make sure the call is legit or do they already have the authority to pull over the vehicle without seeing firsthand their driving?

I know I did. My platoon reported for pt the monday after we got back from Iraq. Most of us were drunk off our asses. We did a 6 mile run and people were punking, dry heaving, and god the smell as the alcohol expired through are skin. goodtimes
