She is a brilliant girl when sober, but glass in hand she is a fall-down drunk everyday who blacks out and says and does the worst things while drunk or blacked-out. She is a chain smoker too and I fear she is going to light herself on fire on of these times, or fall out her 3rd story balcony, or worse.

You can’t convince any addict to go to rehab. Especially if they are in denial or just are not ready to get help, if they are not ready to change yet.
But what you can do; is start pointing out to her the deffinition of an addict. It would probably shock her if you video recorded some of these episodes and at a time when she is sober and normal, play them back to her and tell her, SEE, SEE WHY YOU NEED HELP, do you see what you are doing, you are killing yourself and everyone else who has to watch you go through this is suffering too!! And then finally tell her that if she does not start making changes that you are gone because you will not put yourself through anymore pain watching her like that anymore. Tell her that you hate who she is when she drinks and because you hate that woman so much, you don’t want her around, so if she drinks, you won’t be around!!
